MANILA, Philippines - The Presidential Commission on Good Government (PCGG) is giving Mariano Tanenglian, brother of tobacco magnate Lucio Tan, one week to appear in person before the commission before it considers a request for immunity.

If Tanenglian snubs PCGG's invitation--the 5th already--the PCGG is mulling to confer with an earlier recommendation of the Office of the Solicitor General to turn down his immunity request, which was based on his testimony against Tan.

PCCG Commissioner Ricardo Abcede said in a press conference Friday that it was Taneglian's "last chance" to prove that he has a valuable testimony to offer, which will help the state sequester his brother’s alleged ill-gotten wealth.

"It seems the prevailing situation is that Mr. Tangenglian will not provide solid information until he is given that he asks for, just as the state will not give him what he asks for until he has first made some valuable disclosures. It is precisely to break this otherwise understandable impasse that the PCGG wants to engage Mr. Tanenglian in an open discussion, in the hope that during the exchange an arrangement agreeable and beneficial to both the potential state witness and the state may be hammered out," said Abcede.

Abcede said the PCGG has already invited Tanenglian for discussion 4 times, this being the 5th. But Tanenglian has always sent his counsel to represent him instead.

"I have to wonder why he's not coming in person. Is it because of fear? He must have his reasons. But as a lawyer, I feel it would be best to see him in person and determine whether what he has to say is valuable, and determine his credibility," the commissioner remarked.
Tanenglian came forward early this year, agreeing to testify on allegations that his brother had acquired Allied Bank, Fortune Tobacco and Asia Brewery through close ties with then President Ferdinand Marcos and his family.

In exchange for his testimony, Tanenglian asked that he be given immunity from any charges.

The case against Tan’s alleged ill-gotten wealth has been pending resolution at the Sandiganbayan for more than 20 years.

But the Office of the Solicitor General also earlier decided, through drafts of material Tanenglian's counsel provided regarding the content of his testimony, that he was not providing any data that was not already available in public.

The OSG called on the PCGG to turn down his request for immunity.

Meanwhile, Abcede also denied that the tobacco magnate himself was being treated with "kid gloves" and that the case was intentionally being dragged in courts.

"The truth is all past administrations have battled it out with Lucio Tan but thus far, Mr. Tan has been victorious in retaining ownership and control over his companies. The Arroyo administration, through the OSG, is doing all it can to bring victory to the state, but in the end the courts have the final say," he concluded.

MANILA, Philippines – The Presidential Commission on Good Government (PCGG) is giving Mariano Tanenglian, brother of businessman Lucio Tan, a last chance to appear before officials of the agency prior to being considered a witness in the cases against his estranged brother.

In a press conference, PCGG Commissioner Ricardo Abcede said Tanenglian should appear before PCGG officials if they are to consider his request for immunity from suit.

“We want to give him a chance to prove he is valuable and serious about testifying against his brother. This is the last chance,” Abcede said.

He added that granting immunity from suit to any witness is “an important thing. It’s not that easy.”

Abcede said they want to interview Tanenglian and gauge whether his testimony would be valuable to the government’s cases against Lucio Tan.

Kusang-loob na inialok ng bunsong kapatid ni Kapitan Lucio na si Tanenglian, na maging pangunahing testigo laban sa kanyang utol na si Lucio Tan. Isa si Tanenglian sa mga akusado o defendant sa mga kinasuhan ng talamak na inutil na PCGG at OSG sa Civil Case 005, entitled Republic of the Philippines vs Estate of Ferdinand E. Marcos et al.

Mantakin po ninyo bayan, mahigit na dalawang dekada nang nilulumot at inaamag sa Sandiganbayan ang mga kaso ng mga nakaw na yaman, na isinampa ng PCGG sa Sandiganbayan noon pang 1987, laban sa yumaong diktador na si Marcos at Lucio Tan et al.

Isa si Mariano Tanenglian sa mga akusado dito. Younger brother ng untouchables conglomerate billionaire na si Lucio Tan. Pera, kwarta o salapi nating mga Filipino ang nasasangkot dito. Onli in da Pilipins. Putang ina!

Seventeen years umaabot ang pre-trial stage na ito. At mahigit namang dalawang taon bago masimulan ang aktwal na paglilitis. 1987 inumpisahan ‘e 2009 na po ngayon bayan. Bakit? Mga demonyo o mga totoong tao ba ang mga nangangasiwa sa mga opisyales ng PCGG at OSG?

E bakit hanggang ngayon, malaya pa rin ang mga milyonaryong kriminal na nag-anyong mga negosyante? Naunahan po sila ni Marcos sa impiyerno. What’s happening in our country Lord?

Bakit ayaw sunggaban ng @#$%^&*()! PCGG at OSG ang pagkakataong offer na ito ng utol na bunso ng bilyonaryong si Lucio Tan? Bakit nga ba Mrs. Gloria Pandak Arroyo? Pwe!

Sino ba si Mariano Tanenglian, para hindi maging credible witness? Si Ginoong Tanenglian ang bunsong kapatid ni Kapitan Lucio, ang mula’t sapul at noon pa man, ang treasurer ng lahat ng Lucio Tan Group of Companies, hanggang sa sibakin at tanggalin sa pwesto ngayong 2009. Period.

Nitong nakaraang Agosto 19, inulit-ulit ng mga abogado ni Mariano Tanenglian sa PCGG at OSG ang alok nito na tumestigo laban sa kapatid na si Lucio Tan, sa agreement o kondisyon ng immunity from prosecution, ganoon kasimple ang kahilingan ni Tanenglian. Pero hanggang ngayon, blangko at makapal pa sa pader ang kasagutan ng mga naghaharing uri sa inutil na PCGG at OSG.

Dito naniniwala ang Kontra Salot na totoong lahat ng mga binitiwang salita at reklamo ng dating First Lady Imelda Marcos noon na nalathala sa mga pahayagan, na 60 percent of Lucio Tan’s corporate assets, kasama na rito ang Allied Bank, Fortune Tobacco, Asia Brewery atbp asset ni El Kapitan Lucio ay pag-aari ng pamilyang Marcos. At ito’y mga nakaw na yaman, na ang tunay na nagmamay-ari ay ang sambayanang Filipino. Diyos ko po Lucio! Ang kapal mo. Pwe!

Partikular dito ang ilan pang mga kroni, na ginawang mga dummy ni Marcos, na mga nangamatay na. Na ang mga naiwanan na mga ari-arian ng mga @#$%^&*()! Hindot na ito, ay ang mga anak at mga apo ngayon ang patuloy na nakikinabang at nagpapasasa. Sa kabila na ang mga ari-ariang ito’y bahagi ng mga nakaw na yaman mula sa kabang yaman ni Juan dela Cruz. Kasama na rito ang coco levy fund. Anong masasabi mo Danding Cojuangco? Hindot mo!

At sa iyo Atty. Estelito Mendoza, kung hindi namamali ang Kontra Salot, sa lahat ng salot, na si Ka Abner Afuang ikaw ang OSG noon sa panahon ng ex-convicted plunderer at ex-president “Asyong Salonga” Erap Estrada, ang nagdismis ng mga kasong tax evasion dahilan kuno sa teknikalidad. Ngayon ikaw ang abogado ni Lucio Tan. What a coincidence? Isa ka pang hindot. Pwe!

A tragedy

Lucio Tan is fighting off a bid by the Presidential Commission on Good Government to recover 60 percent of his assets that supposedly belonged to the late dictator Ferdinand Marcos.

Listed as one of the richest men in the world by Forbes magazine, he has announced plans to “share his profits” by making some of his companies public.

“It’s a tragedy on their part because they’re disloyal,” Rodriguez said of Estrada’s former friends. “They have no sense of what loyalty is all about.”

The smaller newspapers are generally more vulnerable to outside intervention because they have less clout. But the news pages of even a big paper like the Star, whose circulation ranks third after the Inquirer and the Bulletin, are sometimes cautious because its main owner, the Go family, is itself wary of making too many enemies, whether from the private sector or from the government. If it is true, though, that the controversial beer and cigarette tycoon Lucio Tan is a secret shareholder of the paper, then the Star�s defense of Tan on its editorial and news pages and its generally flattering reporting about the tycoon can be said to be due to proprietorial intervention.

It was the top management of Lucio Tan’s bank in Makati City that has officially banned his younger brother from entering the family-owned corporation since January.

This is what Allied Banking Corporation’s security chief Christopher Dobles disclosed yesterday as he submitted his five-page counter affidavit to refute the charges of grave coercion filed against him and six security guards by Mariano Tanenglian.

Saying there is no basis for Tanenglian’s complaint, Dobles maintained that he is in no position to question the debarment instruction of the top management he received “sometime in January 2009.”

“I did not find anything wrong with the instruction given to me. After all, the top management may very well bar any individual from entering the private premises of the bank. As an officer, I have no right to question who are being allowed entry into the center. I have no discretion to choose who should be granted access,” Dobles said.

He, however, failed to name the top executives who ordered Tanenglian’s debarment or even produce the memorandum pertaining to the instruction.

Tanenglian’s complaint came after he was allegedly “forced, threatened and intimidated from entering” the car park of Allied Banking Corporation at the corner of Dela Rosa and Gallardo streets in Legaspi Village last February 4.
